Established in 2001, the organisation has since worked with hundreds of local and international partners to support independent journalism, freedom of expression and the safety of journalists.
Job summary
IMS seeks a dedicated Programme Officer with MEL skills to join our dynamic Moldova programme team. In this role, you will oversee critical aspects of monitoring, evaluation, and learning MEL across our initiatives, ensuring robust data collection, analysis, and reporting. Collaborating closely with programme teams and partners, you will manage data systems, draft reports, and enhance program effectiveness through continuous learning and accountability practices.
Key Responsibilities:
Programme Support
- Coordinate and support the planning, implementation, and tracking of media development projects, ensuring they align with the IMS' strategic objectives.
- Assist in developing project work plans, timelines, and budgets in collaboration with the project team and partners.
- Provide operational and logistical support for project activities, including training sessions, workshops, and events.
Monitoring, Evaluation and Learning (MEL)
- Implement performance and impact measurement activities, in cooperation with IMS partners, responsible for data collection, processing, and verification. Maintain up-to-date databases and archives to ensure accurate programme records.
- In cooperation with the Department MEL Adviser, work with partners on Outcome Harvesting
- Work with IMS partners to ensure data collection, management, and analysis to track project progress.
- Collaborate with Department MEL Adviser to produce regular updates and reports, ensuring accurate documentation of outcomes, lessons learned, and best practices.
- Assist in drafting and compiling donor and internal reports, ensuring timely and accurate submission in line with the project and organisational requirements.
MEL Capacity Building and Training
- Identify MEL capacity-building needs among partner organisations and help design and deliver relevant training sessions and workshops.
- When required, provide technical assistance to partners, ensuring they have the necessary resources and knowledge to meet project goals.
Project Documentation and Knowledge Management
- Document project activities, success stories, and lessons learned to facilitate knowledge sharing within the organization and among partners.
- Maintain organised project records, ensuring all documentation, including contracts, financial records, and partner agreements, is accurate and up to date.
- Contribute to the creation of internal and external communication materials, including newsletters, blogs, and impact stories to promote project achievements.
Risk Management and Compliance
- Ensure that all project activities comply with organisational policies, donor requirements, and legal regulations.
- Support adherence to the organization’s ethical standards, including safeguarding, gender sensitivity, and conflict-sensitive programming.
Advocacy and Communication Support
- Assist in developing advocacy campaigns and materials that align with the organisation’s goals for promoting media freedom and access to information.
- Collaborate with the communications team to produce media content, social media posts, and website updates that highlight project achievements and impact
- Work with partners to enhance their visibility and outreach efforts, ensuring alignment with the organization’s mission and messaging.
Qualifications and Experience
- Bachelor's degree in social science, development, or a related field, or equivalent level of education. A Master's degree is preferred.
- At least 3 years of professional experience in performance measurement for social development activities and/or media. Experience working on projects funded by international donors is highly preferred.
- Familiarity with both qualitative and quantitative data collection and MEL database systems. Knowledge of data management processes and tools, including systems required by international donors.
- Experience working with and providing technical or capacity-building support to civil society organisations in Moldova.
- Sensitivity to cross-cultural dynamics in the workplace and experience providing technical support to a diverse staff and local partners.
Key Skills:
- Strong written and oral communication skills in English and Romanian; proficiency in Russian is an advantage.
- Detail-oriented with strong analytical and information management skills.
- Strong organisational skills, with the ability to manage multiple priorities, timelines, and budgets efficiently.
- Capacity to anticipate challenges, identify potential risks, and implement creative solutions under tight timelines.
- Ability to work independently and as part of a team, maintaining strong communication with stakeholders to ensure seamless project delivery
- Excellent analytical skills and attention to detail.
- Ability to work independently and as part of a diverse team.
- Willingness to travel to project sites as required, sometimes in challenging environments
Duration and location
- Expected length of employment: 5 months with a possibility of extension.
- Salary will be commensurate with experience and IMS policies.

You will report to the Team Lead for Eastern Europe Country Programmes, and work closely with PM for Moldova and IMS Moldova team, and liaise frequently with IMS’ Gender, Organisational Learning and Development (GOLD) unit and other cross-cutting units where needed.
