Reform Support Teams, Technical Assistance to the Government of Moldova in advancing Infrastructure Reforms

Objective and Scope of the project

In response to a request from the Government of Moldova, the European Bank of Reconstruction and Development has launched a pilot project to support the government’s reform capability with the establishment of targeted Reform Support Teams (RSTs) in key government ministries since 2023 to aid Moldova’s government in leveraging EU candidacy opportunities through reform and policy actions. The RSTs have initially been piloted in the State Chancellery and Prime-Minister’s office (SC), Ministry of Infrastructure and Regional Development, Ministry of Energy, Public Property Agency (PPA).

The Government of Moldova has identified additional needs for Technical Experts, who could support the selected Ministries or the government Agencies in order to support the government’s EU approximation reform efforts.

The Experts (the “Consultants”) will be embedded for an initial period of 12 month with a extension to 36 months, with a view to potentially integrating their roles into the administration in the longer term as part of wider Public Administration Reform efforts. The experts will provide strategic advisory, as well as day-to-day operational support on areas of priority for EBRD and targeted support to the government with the EU harmonisation process government, most notably, in the transport and energy sectors, environment and in reforming state-owned enterprises.

The Experts will be hired individually through competitive processes in line with EBRD’s procurement policies and procedures, in close cooperation with the Government. Recruitment campaigns will be targeted towards members of Moldova’s diaspora community in particular.
